		<description>Sarah, the CBF just assumed Fluminense would release Ramalho - they approached Ramalho before making the announcement and he agreed in principle, saying he only needed to discuss things with Fluminense.  Both he and the CBF didn&#039;t think the club wold block the appointment.  It does speak of arrogance and lack of consultation but the presumption is understandable as in Brazil it&#039;s unusual for a club to refuse to release a manager for the national team job.</description>
