Argentina's not the only country to have cheated to win a world cup. Italy's 1934 victory was the result of Mussolini's bribing/threatening the referees. All or most of the referees in that tournament were fired when they returned home for submitting to Mussolini's tactics.

Best teams never to have won the wc: Holland and Hungary.

Why has no one stepped up to confirm that Argentina cheated in 1978 ?

Evidence:

1) Arranged their games to be played at night after their group rivals had already played
2) Switched time of their game vs Peru from afternoon to evening so they could accurately determine how many goals they needed to win by.
3) Arg needed to beat Peru by 4 goals. They only led 1-0 at half and ultimately won 6-0.

$50 million was paid into a Peru slush fund a few days later.

3) Delayed start of Final to complain about soft cast Dutch player was wearing on his wrist (after it had already been approved by ref)

Nice country - but terrible sportsmanship.
