That guy is called Didi Senft from Kolpin, Germany, who every year dresses as the Devil during the Tour de France and runs alongside the riders in the Alps and Pyrennes, you can’t miss him if you watch the race on tv.
Apparently he’s built the world’s largest bicycle and over a hundred other wierd bikes.
